Scene setting shots continue to depict Julian Caesar, Chairman of the Empire Petroleum Board's awareness that the company is dependent on shipping but has never been able to control that industry. This appears to be West India Import Dock with the Rum Quay in the left background. The dock also appears towards the end of the film.

Inside the headquarters of Empire Petroleum, Caesar's secretary Paula reads a newspaper report about his meeting with Pompeii Shipping Line. Monsanto House at numbers 10 to 18 Victoria Street SW1. The building also features in 'Identity Unknown' and 'Fate Takes a Hand' and this footage was reused in 'The Pursuers' the following year.

Looking through his office window overlooking the docks, Caesar explains that the upcoming merger is an acquisition of mutual interests as a meeting of the Board of Directors is convened.

As dissent grows within the ranks of the other Directors, Brutus Smith returns home after dining with Caesar. 35 Avenue Road, London NW8 identified by Geoff Dodd, that also appears in 'Don't Ever Leave Me' and 'The Naked Truth'. The property was re-developed in 2012 and the new building now houses the High Commission of Sri Lanka.

Mark Anthony drives back to London after being turned back from dealing with a strike at Consolidated Metal in Crawley. Dave W is hot off the mark, it was that boundary marker on the pavement by the car, Prince Albert Road NW1 (northside). (RL)

Pulling over, Mark Anthony (Philip Saville) gets out of his Austin Princess Limousine and telephones the office. The entrance to Primrose Hill on the corner of Prince Albert Road and Albert Terrace, says Dave W. The phone box lives on, it would appear. (RL)

After Caesar suffers a fatal cerebral haemorrhage when a vote to remove him from the board is carried unanimously, Mark Anthony visits his Widow to explain that he had been purposely prevented from attending the meeting.

A meeting of Empire Petroleum’s Shareholders' is called at which a tribute is paid to the late Chairman.

When Mark Anthony reads out Caesar's last will and testament giving voting power to the Shareholders, a motion is passed for him to become the new Chairman.

Looking from his office, Mark Anthony puts a call through to the Pompeii Shipping Line before sacking the entire Board at Empire Petroleum. The shot of West India Import Dock in Poplar is a slight pan right from that seen at the start of the film. The location also appears in '4D Special Agents'.
