Is this near to where 'The Whistleblower' was filmed?
Not quite, but Peter was at the right window a few streets away. The reflection of H. Samuel is at 189 High Street in Cheltenham.

After visiting the library and checking Kelly's, Peter tells us that "'True Form' was at 168 High Street Cheltenham Spa and is now 'Warehouse'."
To find number 168 Peter had to ask in four shops as the town centre is lacking door numbers on the buildings.

Whilst several suggestions as to the whereabouts of the cafe are in circulation, Jim Coghill confirms that the building stood on the A5183, just south of Lynch Hill, Kensworth, Dunstable in Bedfordshire which is backed up by comparison shots for this screen capture.
