The story opens in London's Soho, near the notorious Sansibar nightclub run by Joanna Filiati, where the prominent African Explorer Archibald Bessell ignores the soliciting Prostitutes before being stabbed to death by an unknown Assassin. The streets are sets constructed at the Central Cinema Company's studios in Spandau, West Berlin.

Making his way to Soho after hearing of the murder, head of Scotland Yard Sir Philip (Hans Söhnker) is handed a wooden figurine by Sergeant Hallam (Peter Vogel) which was found in the Victim's pocket.

Following the murders of drug trafficker Luigi Fioratti and Lord Harold Malhouse MP, a Tramp tells Chief Inspector Patton about "The Phantom" as a shadow appears on a nearby wall. CCC's studio closed in September 1970.

As investigations continue after the death of Captain Muggins, the Chief Inspector follows Sir Philip and Clarinda Smith from Soho. Despite several websites citing London as a location, we've not been able to identify any British streets.

Appearing from the back seat of the Chief Inspector's Ford Zephyr, William B. Clover orders him to pull over before the two begin to fight, ending up on a footbridge crossing the railway.

After Clover is overcome and thrown from the bridge into a passing goods wagon, Sergeant Hallam helps Chief Inspector Hugh Patton (Dieter Borsche) to his feet.

Learning that Clover was formerly an engineer on the Yolanda, a yacht owned by Lord Malhouse, Chief Inspector Patton heads for Baker's Motel at Richford after speaking Gilard, manager of Sansibar.

On the trail of club photographer Corinne Smith, the Chief Inspector gets out of his car.

Asking a Groundsman for directions, Chief Inspector Patton makes his way to room 3 where he finds Corrine's sister, author Clarinda.

At the airport, Corinne Smith (Helga Sommerfeld) sits reading dressed as a Nun before the Chief Inspector and Sergeant Hallam follow her to the plane where she is seen off by Sir Philip. The departure lounge at Berlin-Tempelhof Airport in the borough of Tempelhof-Schöneberg, West Berlin.
